Why doesn't the Start Menu respond to the keyboard the way it did in Windows 95?

In Windows 95, you could press E, for example, to start Explorer when the Windows 95 Start Menu was open (given that Explorer is in your Start Menu). This functionality was disabled for some reason in the original release of Windows 98.
The good news is that this bug has been fixed and the fix is available from Microsoft. The bad news is that you have to download and install Internet Explorer 5.0 to get it (or get Windows 98 Second Edition). Apparently, embedding fixes to the operating system into Internet Explorer is one of Microsoft's tools to get more people using Internet Explorer. Tsk, tsk.
