Try to boot with a bootable CDROM, such as the XP installation disk. If you can't boot then the drive is bad. If you can then you have joined a huge list of frustrated XP users that have shared this problem. You can do a Google search for the problem and you'll get lot's of hits about a hi/lo filters key in the registry. I've never known anyone that found that fix to actually work. Does the CD drive show up in the device manager? Probably not. Does it show up in during the initial POST? Probably yes.
