Computer running too slow after system restore

I had problems with virus infection, so I reformatted the hard drive and re-installed the windows xp and office using the original cd/DVD. Now its running slow. The task manager shows 100% sometimes, 70+most times. Can someone suggest why this is suddenly happening eventhough everything is back to factory setting. I have norton's security installed and ran virus scan with nothing found. Thank you.
