For some specialised purposes I have used the free keyboard re-mapper from here Back up your Registry first, in case of screw-ups (which can be difficult to workaround if you have accidentally changed keys you use during login, for instance). It is a bit fiddly to set up, but works perfectly well . . . there are lots of others (some free, some not) on the Net. Search for 'XP keyboard remapper" without the quotes.
