Whether the program installs for all users or the current user (if they have admin
rights) is determined by the program as to the way the writers designed it. Windows
has nothing to do with the decision as to whether the program is installed to one
or all accounts. Some programs will give you the choice of installing to the current
users account, or all accounts. Many programs that require admin rights will not
install or run on a limited account.
The registry has nothing to do with it directly so changing entries in the registry
isn't the answer. Some programs that can require a password to protect it from unauthorized
changes (AV, malware etc) can't be changed via the registry anyway, and assumes that
the account that it is installed on will be the administrator of the program.
As was suggested, copy and ICON to the users folder (In Docs and Settings) and see
what happens. Depending on the program, it may or may not work.
