Thanks for your help, and I apologize for taking so long to reply.
Since
the computer in question was intended as a backup system, and since I had the original
Compaq "QuickRestore" CD in case anything went terribly wrong, I decided to take
a chance and delete the complete WINDOWS1 directory structure and see what would
happen.
Short answer: nothing bad. The computer rebooted, Windows came up, and everything
worked. When I ran Internet Explorer, however, it recreated WINDOWS1, but with only
the "Temporary Internet files" subdirectory.
That told me that there
were still WINDOWS1 references in the registry, so I deleted all of those (each
one appeared next to an identical WINDOWS entry), and rebooted and ran IE again.
This time no WINDOWS1.
I’m not sure, but it looks like both Windows installations
were the same version (winME), as no system files (except for third-party files)
in WINDOWS or WINDOWS1 were older than the Windows ME files I was finally left with.
My guess is that some OS problem prompted someone to reinstall Windows ME on top
of itself.
Interesting, though: I've installed winME on top of itself before on 2 other computers,
and a WINDOWS1 directory was never created in either case.
All is well.
