A blue screen of death (BSOD) fault usually indicates simply that a driver file
for one piece of attached hardware has gone astray. There are several other possibilities
(see the link below), but in my experience 'driver file gone astray' is usually the
one!
Sometimes the driver file has been deleted or corrupted by other
software, or by a non-recurring hardware fault; or sometimes the "missing" file is
still there, but a registry error prevents Windows from realising that; or sometimes
a faulty (or incompatible) version of the file has overwritten the original file
due to plain bad luck.

Sometimes all that's needed is a re-install of the software that came with
the device (i.e. your ATI tv tuner software). In most cases it is NOT necessary to
reinstall Windows.
