That was the part that puzzled me.
No mention of the install *ever* working.
My guess was that the product key had *never* been entered.
(...and who knows what state the complement of device drivers is in.)
It wouldn't surprize me to know that
this box was sold off because it was infected beyond repair.
This part weirded me out as well:

That is a stand-alone app and doesn't need to be installed.
It can be run from a floppy--and a single floppy can hold 5 copies of that app.
I'm wondering if the OP got the app in a zipped format
and simply can't cope with that.
(I've mentioned several times recently how incomplete W98 is
--not even including *basic* utilities; again, Linux blows away M$ in this regard.)
It appears to me that this user needs to read up on his OS
--or needs to find a local computing mentor.
With a 12 year old unsupported OS, that last item could be very difficult;
it would be easier to get in touch with his local Linux Users Group
and start over with a MODERN, SUPPORTED OS (all gratis).
...and with a non-M$ OS, the amount of time he has to invest to avoid infections
will also boggle his mind. (With Linux, that will be ZERO.)

That's throwing good money after bad IMO.
Linux == Zero dollars
Linux + WINE == Zero dollars
(...and, as mentioned, no artificial installation gotchas with Linux.)

...especially the haphazard way he's going about it.
Backing up the device drivers[1] on a **working** Windoze system
makes reinstalling the M$ OS considerably simpler.
(Again, a Linux install is **much** simpler than *any* M$ install.)
[1] Again, assuming those drivers were ever installed.
