Thank you, MartinN, for your helpful reply. I always run in Administrator mode,
and I uninstalled Atomic Clock Sync, but nothing's changed.
There are still no services with the word "time" in the official "services.msc"
lilst. I think this is an important clue. Note, however, that the third party tool,
WinPatrol, continues to show the following in its services list:
"Windows Time scvhost.exe w32time.dll Microsoft Corp. Automatic 04/05/2008"
Here is the file info:

Here are the results of the commands you listed:
net stop w32time: "The service name is invalid. More help is available
by typing NET HELPMSG 2185."
w32tm /unregister: "W32Time successfully unregistered."
w32tm /register: "W32Time successfully registered."
net start w32time: "System error 1290 has occurred.
The service
start failed since one or more services in the same process have an incompatible
service SID type setting. A service wit h restricted service SID type can only coexist
in the same process with other services with a restricted SID type. If the service
SI D type for this service was just configured, the hosting process must be restarted
in order to start this service."
Here's one major symptom: When I open the "Date and Time" window, click on the
"Internet Time" tab, then press Change Settings and click "Update Now", I get the
message: "Unable to start the Windows Time service. Please try again later."
What can I do? Is the service damaged in some way? If so, can I download a new
copy of the service? How?
Here's another thing to note: I upgraded this computer from Vista to Win7 (32-bit).
Perhaps the time service didn't get updated?
