I've heard the same effect when recording and playback source were selected for
the same sources accidently (causing a feed back loop) or by error due to buggy drivers. Creative
had this issue on their drivers when they were updating software back in the Win
9X to XP days. Possible hardware issue also. On a microphone input, make sure you
have the correctly configured mic plug and specification for the input of the particular
sound device. In other words, use of a particular type of microphone on a device
that was designed for another type of microphone can cause an overload or cause the
input to become unstable. If it is an internal/built-in mic then there are other
possibbilities that you will probably have to address with the computer manufacturer.
Is this computer running the operating system and drivers that it was shipped
with or if a custom built machine, was it running an older operating system and drivers
that worked fine? Is it a new machine coming from a manufacturer with an installed
operating system?
As was mentioned, it could be a grounding/earth situation but in my experience,
to be that bad, you should be having other issues and even crashes also.
Bottom line IME, is a settings issue in the mixer panel, driver issue, or a hardware/electrical
problem. (not necessarily in that order) One of those scenerios that is just about
impossible to troubleshoot from a forum.
