The service is named Windows Time: I wonder if there's a conflict with Atomic Clock Sync v3.0 ?

You could try uninstalling that to see if it is the culprit.

It would also be helpful to know if the Windows Time service will start in Safe Mode ?

As for re-registering the dll, you do have to unregister it first if the change is to be effective, and the denial of access is likely due to you not using full adminstrator privilege.

Open a Command Window and type Run as administrator. You may be asked for a password. Then, as I think you know, run the following:

net stop w32time
w32tm /unregister
w32tm /register
net start w32time
