Time Service won't start - System Error 1290

I have had a problem with the Win7 Time Service for some time.  It will not start.  When I try I receive: "System error 1290 has occurred."  I've read and tried several suggested solutions found elsewhere on the web with no luck, but some of the info out there is beyond me.

Here's the relevant info:

1) I can't see anything with a name like "Time Service" when I run services.msc.  Is there supposed to be such?  On the other hand, a third-party service tool I have lists the following: "Windows Time Service" with the following entry: "@%SystemRoot%\system32\w32time.dll,-201".  

3) The time service registry entry, HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TapiSrv\ImagePath  is properly set to: "%SystemRoot%\System32\svchost.exe -k NetworkService".

The freeware tool "Atomic Clock Sync v3.0" has a support tab for problems with the time service.  When I try the first step: "Stop Service", I get the following error: "The Windows Time service is not started. More help is available by typing NET HELPMSG 3521."  (When I enter that, all it says is: "The *** service is not started.")

The next step is: "Unregister".  This produces the message: "The following error occurred: Access is denied. (0x80070005)"

The next step is: "Register".  I get: "W32Time successfully registered."

Next is: "Start Service".  Here's the message I receive: "System error 1290 has occurred.

The service start failed since one or more services in the same process have an incompatible service SID type setting. A service with restricted service SID type can only coexist in the same process with other services with a restricted SID type. If the service SID type for this service was just configured, the hosting process must be restarted in order to start this service."

I'm a programmer, but that's beyond me.

Might there be some other service that's required?  The RPCSS service and the Telephony service are both started automatically, which are the only other services that I know are needed, but I've disabled serveral other services.  Are there other services that are necessary for the Time Service to start?  Which are they?

I'm stumped!  Any suggestions appreciated.
