new domain from old domain crash- permission issues

We had a windows 2000 dc and it crashed- no recovery. We had a 2003 Small Biz server that we put in place and made the new dc. The name of the old domain was domain.com the new domain name is domain.local. I'm not sure that was enough of a change to get things off on the right foot. We had to go to each PC, join the new domain, we did have data backed up from the server. We recovered the data, assigned the user permissions and it allows users to read the data only. No changing, no deleting, no adding new folders/files. I have made the user of each folder the owner, given them full control, but nothing works. If I go to the server signed in as administrator I can do whatever I want to the files. What do I need to do to get the users full access to their data and not just read only. The read only box is not checked on any files or folders either. All PC's are XP SP3 and server is 2003 small biz with latest SP
